I'm fine with the thing that totally makes sense based on who has the power, the money and that kind of personality being what is actually the case.

That is easily explained, given evidence says she has no idea he is the governor. They seem to have not seen each other for quite some time, so I am willing to bet that he was coming to formally ask for her hand with his new status to show he could provide her a good life.
