She doesn't look like a brocon, yes, but she must spend a lot of time in her brother's place, seeing how comfortable she is there, even to the point of laughing at the brother when he brings someone home with him. Although it's possible she even lives there permanently. Maybe their parents live far away in the countryside and she wanted to go to school in the city, so the family made a deal to have the sister live under the brother's care.
