What a weird chapter. Almost nothing happens, like it was padding for time or something. The only stuff that really seems relevant is some backstory for Robin, but even then it mostly focuses on this annoying random new girl.

I mean it's not like every chapter is super epic secret reveals and twists or anything, it's obvious this girl and robin's family stuff will be a focus point for a bit, so gotta set the mood and build things up.

So what if the pedophile and murdering parliament member is Inazaki Robin's dad?

Him then starts financing Tohru's orphanage, and Robin eventually ends blackmailing the owner (by getting a hold of his past) in order to get access to the orphans to do his shit?

The random girl that has a crush on Robin, maybe grows into becoming one of the workers for the institute, which is probably how Robin gets the whole idea on human experimentation

And as for Robin's lil sister and the hot maid, they probably die quite soon, maybe at the hands of Robin's dad, or even at the hands of Robin himself

Takahara Academy already exists (and for quite a while) during the Robin section of this chapter (Robin's watch literally tells us it's June 12, 2024). With the Academy about to be attacked in the next month and then the asteroid impacting in November of the same year, there is no way Robin's classmate, Hana Warayama, is going to become an employee of Takahara Academy.

If Hana Warayama survives the initial disasters caused by the Nibiru asteroid impact, she might end up becoming part of the Ministry of Reconstruction, but I feel like we would have had hints that we already met her in the previous chapters.

Considering how rich Robin's family is, it could be possible that maybe Robin's parents/family were among some of the individuals who financed/funded Takahara Academy.

Hana in this chapter is an analogue (even in their facial designs) to Haruki in the Volume 2 flashback - naïve kids who idolize Robin far too much due to his charisma, but don't really know -anything- about him. We still never get any internal dialogue from him or from his POV, other than he really really likes his sister and has a muted response to everything else around him. The last panel might seem innocent, but to me, it feels a bit ominous. There are a lot of clues and connections this chapter (shut-in's, drugs (remember tomato heaven?), orphanage, etc), and I loved the more Soremachi-esque character comedy focus vs the rather dry last two chapters, since this manga is still about normal human people despite all the shenanigans going on.

Well Robin did say his sister was eaten by a Hiruko, so maybe we'll get some info on that, although, I'm not sure how long after the disaster any of the Hiruko turned into man-eaters, so it might jump around again.

The cause of death for Robin's sister was never specifically stated to be due to a Man-Eater/Hiruko, it was only stated that his little sister died sometime after the great disaster (i.e. the Nibiru asteroid impact).

I wonder... Could Hana (the one crushing on Robin in this chapter) be the lady connected to the monster that Robin was experimenting on in Chapter 34? Or maybe I'm reaching lol

I personally doubt it, the Ibaraki Ministry of Reconstruction staff said the woman had only registered with them a few months ago, so I doubt she was someone that was previously acquainted with Robin.
