Because if you think of it as an office structure, Gail is essentially a lower ranking executive who is subordinate to the boss, namely the Goddess. Not quite rank and file, but someone who has the orientation and knowledge to advise Tenma. Why Tenma would warrant even a lesser God as his direct liason, is because he is a summoned one. And for the role he is supposed to fulfill, that makes him a VIP. Hagen said it too; an Angel or Attendant Deity should have been appointed to act as intermediary, and that was Gail.

Like what was covered in this chapter, the extended training was a mistake. Gail's assignment was to accompany Tenma until he graduated from training, but the signal never came. Without it, it could be said that the training wasn't over, and they weren't done, so neither was Gail's role.

For Gail's initially limited capacity, it's not unheard of in stories like this that deities can create fragments of themselves, which could be what was meant by restrictions, because the fragment of Gail was not the main conciousness, and not at full power, but matured over time. Or it could also be that a deity like Gail, though lesser, would have a presence that would be overwhelming for Tenma, who was still level 1 when they met. So his power could have been restricted as a courtesy to their summoned one for the duration of the training.

I think Gail was sealed away as a punishment of some sort. Considering the title he was given being very scary sounding he may have messed with the world a bit or been very strong and sealed away to prevent damage. Then the hero summoning was to get him a friend, or something?

I believe when he left training, all his stats were reset. still has the experience and some of the skills, but not the physical capacity he had gained

On chapter 3 pages 32, tenma literally checking his stats outside the tutorial space, so that's not the case, i think tenma just want to hide his strength, for what purpose? well i don't know i hope they atleast showed how powerful tenma is

Yup think Gail was just controlling an avatar thrue a computer-adjacent interface. There was even an image of Gail in a VR pod of somesort a few chapters back. So the explanation that first three months were locked down becomes plausible and the avatar is only available in the storage space the Creation Goddess gave as a bonus skill makes a lot of sense.

As for why Tenma keeps holding back, it's kinda been a central conversation between Tenma and Gail in multiple chapter. Hide your strength, don't flaunt your abilities, don't become too popular, or flood the village with meat and gathered materials. Stand out too much and you will be exploited, enslaved, or hunted by those jealous of your superior ability.

And I think Gail is doing OK for himself. To me he didn't seem like he was on a punishment detail or demoted to babysitting the newbie hero his Goddess ordered from the transmigration company. Just a bro looking out for his bonded brother xD
