A web novel is just uploaded onto the web for anyone to read it for free. A light novel is actually published and sold for money. Many series start off as a web novel, and after attracting enough of an audience and hopefully catching the interest of publishers, the author polishes up and fleshes out the web novel to make a superior version that will be sold as the light novel. There may or may not be substantial changes to the plot. If the light novel sells well, it may be adapted as a manga, or even an anime. That's the general progression.
