I see three possibilities for the ending at the moment

1 the author pulls a surprise comedy switch and it was the other kind of “eat” all along

2 shiori falls in love with her and decides not to eat her (maybe have hinako become a mermaid as well)

3 (the really dark option) shiori does everything in her power to make hinako happy and when she finally doesn’t want to die anymore she kills her
