Well, yeah. This site was made in a hurry since Batoto died.
Somebody has to upload all those chapters that had been previously uploaded on Batoto, and the site owner doesn't have the capacity to do so for every single series in addition to implementing missing features (including a forum) and fixing bugs.
And there's always the concern about whether the scanlators are fine with uploading their work on mangadex.

This stuff takes time. Rome wasn't built in one day either.
