At first, I thought it was sheer loyalty, but after hearing the RX boss lamenting a lack of funding, I'm guessing the 'bad guy economy' isn't doing so well (no thanks to Braveman and his ilk), so finding other groups with henchmen opening is going to be quite difficult.
