We knew from the very first chapter the MC will face escalating troubles. Perhaps this is the first step. Although it's not impossible the new woman would have nothing against him, she might just be initially suspicious and fear he will be a problem, so she'd be here to check him out. She doesn't exactly look like a government agent, plus she's only high school age since she's present as a student. I imagine she's more established, though, regardless of any government connections. She might "just" belong to a (semi-)religious organisation, which would be accepted by the government. If so, she'd be right to be suspicious of a total unknown variable like the MC.

He's still in his middle school uni in first chapter flash forward. There's been two years of timeskip to fit those scenes into, and the latest installment is first day of high school, so he spent those two years as still a middle school student.

Honestly, I would respect that tremendously. It would be pretty funny if she kept appearing in one way or another, but never interact with the MC.
