Welcome to the old continent? Well, those degrees (less than 30ºC) outdoors are perfectly normal and as long as indoors the temperature is lower there's no actual need to have an AC. That's why nowadays many places don't have one, it also depends on the country you're right now, but this is more or less what you should expect. Of course, if you go to libraries, stores (specially capitalist ones like Starbucks) and many business they'll have AC, but yes, a fan is a good ally.

@Manko-sensei I’m travelling in Scotland and England so I didn’t expect I’d need a fan but I came in the middle of a heatwave so T-T

Ah, perfectly understandable then, it is indeed during the heatwave and there's high humidity, so you can't help but sweat a lot. The northern European countries don't have buildings (unless they're from this century) for a warmer climate, installing an AC means a major remodeling and sometimes you even can't despite having the money for it. Tomorrow temperatures are expected to drop, but it'll take some days to become normal again. Being in the highlands will probably help.
