I'm sorry how blind is he? he notices it's not raining but not the total destruction of the area around his house or was the window not in the direction of the destruction. cause if that's not the case i swear if he doesn't notice the destruction because he sees a cute girl Infront of him on the ground. I understand prioritizing helping someone but unless there is something blocking his view of that like how the books he gives out looks different from what other people see them, I will be annoyed.

I feel like he was so focused on the fact that the rain had stopped, that he didn't notice anything else.
However, I have no reason as to why he noticed the girl but not the rubble, unless that's the crater from the "Gas Leak"(Destruction Nova Cannon) and it still hasn't been cleaned up yet. (To be fair, it was a damn big crater.)

Gotta remember the timeline of the story thus far. It has literally only been one month since the start of the story till now. If the "gas explosion" happened at around the mid way to "climax" point of the story (IE: day 15-22 or so) then that means there has barely been more than a week since clean up of the disaster started. Clean up of a disaster can take weeks if not months due to how many moving parts there are. So yeah they probably have barely gotten shit done in regards to clean up yet.
