I think she's his mom. I'm assuming she has him call her by name because she's young and doesn't want to be called "mom". I don't think it was ever explicitly stated though, so I could be wrong.

Yup, it was never explicitly stated but we got many hints such as Yuusei living in her house (above the bar), Femme Fatale calling Mika "Mama-san" (not sure about the honorific used) and Mika refering to Yuusei as "my idiot".
We already had this discussion in another chapter and someone pointed out something even more convincing, but I can't remember what it was.
My personal conclusion is that she's like 99% his mom. Still don't know why he calls her that instead of "okaa-san".

To be fair, Mika is a head of a hostess bar, and that's often how female keepers of brothels and brothel-adjacent establishments are called accross the world, Japan included; female keepers of hostess bars are most definitely called so.

Overall, while my working theory is that they are mother and son, there's enough legroom for a twist that they are effectively so, but not biologically, like she started taking care of him as an acquiantance or a relative of someone who passed away. Bonus points in that if they are NBR, Sumire's chances to officially enter and win the race for Yuusei shoot up considerably
