That's Ashton Machan, a horse who IRL was active around the same time as Daiwa Scarlet and Vodka.

The real horse very unfortunately died at a VERY young age during what could've the peak of her career. Because of this and the great rivalry between DaiSca and Vodka, she was quickly forgotten by horse racing fans.

So CyGames, with help from the IRL horse's owner, decided to make her character be someone who wishes to not be forgotten, which is represented with her photo bombing every chance she gets.

She's also interestingly enough one of the few Uma Musumes who seem to be aware of the fourth wall, staring directly at us (the player/viewer), with hopes that we will not forget her like we did to the real horse.

The IRL horse was meant to be the third in the Vodka-Scarlet rivalry but died before becoming popular, her death was overshadowed by their intense rivalry. In game, her Trainer tried a lot of publicity to boost her name, including the huge mascot suit. In the oneshot, they got ran over by car, still alive but unable to resume their duties. No one to help her realise her goal and to remember her, Machan was "called to the sea".
