Shields quickly became irrelevant alongside the appearance and democratisation of plate armour. Not only does a steel suit have the same level of protection as a shield does, but freeing up a second arm to wield weaponry with was also necessary to deal with opponents clad in it.

So while yes, it is peak martial ignorance for a swordsman to not use a shield, it is also peak historical and physical ignorance to believe that being encased in metal would still require you to use one for safety.

I thinks its more that he designed her to be sword only, or she only used the sword for attacking in game, so thats why hes surprised. Also I think she used the shield on purpose to avoid hurting Lord Fells.
