I can totally see her not getting any Valentine's chocolate. Remember, it was established in the first two chapters that Hiiragi had no idea who Tomikawa was. Adding to that, Tomikawa was also established to be wearing rather noticeable make-up and eye contacts (something that she would probably get in trouble for) but no one seemed to care.
Tomikawa is probably that one classmate who is friendly with everyone but has no real connections.
