Though the chapters have year gaps from presumably removed translations, the dragon's name in the current chapter 1 is "Chronos". I think this "human" is the dragon. Edit: Yeah "Space-Time Dragon, Chronos". It's also a common trope that dragons can polymorph to appear human.
