Well, I somehow got so curious I checked ahead in the WN, and turns out

A while ago I looked just a bit ahead in the WN and iirc there was a scene of his father being mildly annoyed about MC messing up his plans by helping the orphans, so probably that uprizing a few years later was actually instigated by him as some evil scheme to destabilize the country or something.

The next chapter is where the heroine appears, so it'll become clear what she's like.

I don't remember if there were more details in WN, but for one, currently MC's whole plan is basically just to piss him off so much he goes and cancels the engagement out of spite. Only later when there's no progress on that she starts a more elaborate plot. Also, the one who interrupted him...

Well, the world here has a pattern of things conveniently missing for MC to invent them (board games, fictional prose, banks, etc). It isn't an uncommon cliche, but iirc this story actually lampshades it by blaming it on bad writers of the original game, i.e. supposedly their world building was...

The idea is basically they are doing an excessive amount of training not to actually train, but just to show off to neighbouring countries. She wants to propose a new way to show off. However iirc all the national level stuff is largely an excuse to quickly escalate the whole thing way beyond...

The problem is those "less flawed" systems are constantly being rigged already behind closed doors, so the plan is to make it all very public instead, and that necessitates a format that won't bore random student spectators (and which busy high officials can afford to watch themselves).
