MangaDex is complying with the precise letter of the DMCA requests, but nothing beyond that. They removed the exact chapters that were stated in the DMCA requests, but presume that anyone coming along and uploading chapters outside of those specifically removed must have the legal right to do so...
Looks like the official raws are released in thirds, so the previous TL was merging them back into full chapters. There also seem to be raws up to chapter 20, so there was no reason this TL couldn't have done the same.
There has to be some sort of romcom mafia that threatens to break the hands of any mangaka who tries to progress their story past a confession scene.

Glad you did, makes it so there's a nice clean transition between two good TLs rather than a sudden nosedive in quality! Also helps since sometimes the random snipers end up deleting their uploads later and then there's an outright gap.
