I don't think its worth it for scannies to upload to the site and they don't seem to want them to. If you want to read twitter slop, this is your go-to site, otherwise go elsewhere prob.

They all get hit all the time, mangadex used to just ignore them and they have chosen not to for some reason. Either because they have chosen to merge their twitter slop website namicomi together with mangadex or because the publishers have something on them.

NamiComi is just a site that the admins of mangadex created to accept payments in a way that's clean and not tied to mangadex. They didn't really sell it or give the site to anybody.

It’s true, you can test it yourself by trying to upload something to any series. They haven’t appeared to change their content policy though. It appears they might try to pass blame onto scannies and just say that “people agreed that they had permission to upload it so it isn’t our fault lol”

Go a few extra steps, ban any group that accepts donations or scanlates something with an active english license. Scanlating a series with a simulpub should be a no-brainer.
