You're actually completely wrong here. It's mentioned in earlier chapters (chap 8-11 ish) that the ministry as a whole already had suspicions of Ippe's doings as cult leader. It's not exactly Usoyama's sole responsibility for no action.
You know, I just realized that a contributing factor to this manga's horrendeously slow pacing is how its panels are drawn very inefficiently. Not every single plot point or character facial experession/action needs a panel that stretches across the whole page.
