Can't blame you for being confused, I almost thought it was a snipe at first glance until I looked at the quality of the scanlation and the uploader's past uploads.

I don't think this is a snipe, I think the uploader chose the wrong group for the chapter. If you check Yodacloud's profile, you can see that they uploaded Chapter 358 on the actual Evil Genius group 7 years ago.

At the end of the previous chapter, they were shown being convinced to kill Jelly by the guy in the hood, who claimed he was giving them “an opportunity to make it big”. Also, they’re adventurers, not bandits, as the hooded guy called them adventurers in that same chapter.

WoU being alive makes sense to me, as it is a representation of calamity in Stand form. Even without Toru manipulating calamity for his own ends, it will still exist, but Josuke was at least able to dispel its hold on the Higashikatas once and for all.

I feel like the ending is meant to be open, but at the same time it would've been nice to get something more conclusive. Maybe we'll get a follow-up in the JoJoLands?
