You need eccentrics for a story that focuses on quantity rather than quality because it is quite impossible to make layered characters in this type of story; it requires too much time to develop to which they won't have. Eccentrics however are the opposite; very easy to develop, not very layered

Well that is a possibility but we can rule it out by the ways the ring grants wishes to a T, so unless you made the most specific script possible to read to the ring or the loosest wish possible like "destroy" (which isn't loose enough) then something like that wouldn't be plausible.
