We really went from Usagi telling the gang there's a Stand and nobody believing him, to the gang telling Usagi there's a Stand and him not believing them.

Assuming the dead man was indeed Max and not the person Jodio saw (who is likely the Stand user), and considering only Usagi could see him at the zoo, I think the Stand's ability might be a psychological attack that took the form of the corpse and uses Usagi's own insecurities and fears against him.
I'm still convinced Howler is indeed our big bad. This chapter gave the vibe of Gravity Falls episode 19 - a major villain shows off his immense power but gets defeated and runs away, only to return later properly as the main villain.

Aya being a bit paranoid regarding Mitsuki and jumping to the scariest conclusion is pretty consistent with her character, both before and after they got together; I wouldn't take that "don't tell me she brought over another girl" as anything more than the set-up for a silly joke it ultimately was.
