Does it take this long to translate because getting the raws are hard or is it because the translation and editing is difficult?

I've been reading this manga slowly since it was first being translated, I really enjoy it but it pains me to wait two years for just 13.2 chapters.

I like it, a bit confused there for sometime but it's good.
