It seems like the butler was just meant to invent any reason for the father to beat up the kid. Who he hates for a reason that's actually the man's fault, if I read the summary properly. So, the House is mostly scum.
It is a single chapter cut in parts, so obviously the end is sudden since it wasn't designed for such pacing. Maybe other chapters did the chopping better, though. You might have a different opinion.
If it was just the job, I'd see him not caring. Dude already set himself for life and was making retirement plans. But the cheating should at least piss him off, even if just enough to clock the guy.
It is a government job. They are kind of slow about that. Still, it is pretty obvious that it's just waiting to get fired, probably seeing if he commited more abuses of authority and if he could be charged with anything else.
