No it would be unique to each account's library/reading list. It would allow your recommendations to be solely for you. However, if two people have the exact same library, recommendations would look very similar.

So it's exactly what it sounds like, suggestions that are made based purely on what's already in your library. Something that says "we noticed you have read these titles, we think these titles you haven't read are most similar to what's already in your library."
