Check the first page of chapter 31. You can see Nayu looking at a festival poster. The author go back in the timeline, and we are currently in this flashback. We will eventually return to the festival later.

It's not explicitly said, but everyone is according that it's the case. I personally guess that chapter 30 was just to hype us and will lead to massive progress.

First, I was disappointed because it was not about that damned firework. But Nayu and Hikoichi hold hands so I'm happy.
