Excellent work from Farnese here, she has really come into her own as a sorcerer. As for Rakshas, he is going straight into the belly of the beast next chapter.

Btw the new stand users are each named after major port cities for some reason. Ningbo is in China, Laem Chabang is in Thailand, and Key West is in Florida. I don't quite know why Araki chose to do this, but I'm sure it will become clear later.

Alright, my thinking is that the Howler group are most likely the enemy faction of this part. I'm guessing that they have stand users under their directly employment, most likely obtaining their powers from the land their on like in Part 8, who are fighting on behalf of the groups interests...
