"The Complete Works of Fujiko F. Fujio" has a lot of chapters that were never included in previous volume releases. This is one of them.

Another chapter that was previously not republished. Special thanks to ZekeGreen (a fansubber for the Doraemon series) for helping with cleaning the first page of this chapter, as well as helping me with some translations for earlier chapters.
The official name is Perman, as stated in Chapter 1. The name comes from Superman. For the anime, if you listen to the ending theme, it even has the line "Take the Su out of Superman, and you get Perman."
That being said, it was localized as P-Man in Indonesia, from what I understand.
A bit of an update for you guys. I've decided to restart my translation project back from Ch. 1 using "The Complete Works of Fujiko F. Fujio" source instead. These will be posted under a different title "Perman (The Complete Works of Fujiko F. Fujio)" or "Perman (Fujiko F. Fujio Daizenshu)"...
I posted about this in the comment thread for Chapter 34, but I wanted to post here as well. If you guys have any feedback regarding the translations, lemme know! I'm a fairly amateur translator, but I do wanna make these as good as I possibly can.
Only two more chapters left in Vol. 2, so I'll finally be able to wrap this up, and start Vol. 3 in January!
On that note, I wanted to ask anyone reading these chapters if they have any feedback on the translations. As well as what you guys think about some decisions I made while translating...
It'll be a while before I can translate the final chapter. Vol. 2 still has 6 more chapters (Ch. 31 is nearly done, and should release in a day or two). The full manga has 5 volumes, with 97 chapters in total + the bonus chapter "Perman Returns".
