Honestly, I don't think I've ever seen "mata" used to refer specifically to the female privates. I do know that また when used as the kanji 股 can refer to the crotch specifically. Heck, you commonly see women who are squatting/sitting with their legs wide open called がに股(crab-legged) in JAV
