While APFSDS is more accurate and has more penetrating power, APDS is much easier to manufacture and are more in supply. While overkill is fun, more often than not the military/government strictly adhere to cost and practicality, and would probably only use it if the APDS didn’t work

Perhaps it has something to do with the translation. “Transparent” could be the direct translation from the Japanese text used in the raws and the translator simply didn’t want to change it. Though I agree the meaning of “intangible” would’ve been more suitable
I mentioned this in the past to speculate on whether his name being “John Doe” means he was isekai’d and it seems to be on point. Makes sense though since the author decided to use “John Doe” despite the setting being a fantasy world.
