I think とか言って is more like "That being said..." rather than "Just kidding" which makes it sound like him chickening out of his promise.

I'm aware. It's just that from my understanding the つ is there to indicate gemination and not to imply that she calls him Ritsu. Like how 特権 (とっけん) is broken down into 特 (とく) + 権 (けん)

I'm pretty sure she calls him Rikkun in the raws. りく + くん = りっくん
