I don't think Peter is loyal to the organ trafficking group. He said in an older chapter that didn't understand why they did what they did, and he didn't know the reason he was born, until he saw Nezumi. I'm guessing he teamed up with Ao instead. How exactly they fooled them is still a mystery to me
There's been loads of foreshadowing in this manga, and they haven't expanded on it so far. It will probably happen soon tho, with how the manga is currently progressing.
A possibility is that there's way more depth in Ao's character than we think, and his involvement in all of this. After all...
