It’s quite literally the opposite. She wants him to get known for being the savior of the kingdom so she can marry him. Not once do we ever hear her say anything about it being for the kingdom.

I won’t speak for the other guy, but if the whole plot was about a guy falling in love with a rebound from his big brother, that would make for a way worse story. The heroine would immediately be so deep in the negative, there’s no good way to salvage it
