It's the same kanji as their initial plan of Venus, but thanks to the nurse convincing them, the registered furigana is Minako. Also Excalibur is son of the mom's friend, so not his brother.

You're taking/expecting it as explanation, but I see it as just adding more layers to the mystery of things and not at all meant to explain the upgrade stuffs. It's not a cop out if it's not meant to even be an actual explanation to begin with.
