I have never met a person born here in my home country who couldn't ride a bicycle. I have met immigrants from different circumstances who can't, though. Considering Japan has a bicycle technology giant like Shimano, I'd have though all able-bodied Japanese would know how to bicycle. Thus I'd also be amused if I met a high school kid who can't ride bikes.
