I dint think Yamamoto writes for anything but his own fetishes. He literally wrote a picture book detailing all the things he likes step by step (mostly lolis and foreheads).

From what I've heard, Japanese editors directly advise authors to write honestly about their fetishes... I mean, honestly about what they like.

Now I'm really wondering if chapters like this are perceived as pure fanservice by the original readers, or if he's actually trying to bait them (and us) with the possibility of something real. Because even within the framework of a shonen (romantic?) comedy, this is too narrowly focused ecchi fanservice.

I might be wrong but I think we haven't seen any kind of development for any character or relationship aside from Nagisa and Ichinose, and even then I think their relationship is mostly shaped for jokes.

Vol 1 has no clear plotline or progression iirc, could be simply because its an introduction of sorts but I really think this is meant to be the kind of gag manga without a clear sense of progression. Even considering the Karasuma chapters I don't see any meaningful progression that could suggest a trend towards romantic developments taking the spotlight.

It could still be too soon to know what Yamamoto wants to do with this manga but personally I'm not expecting actual romantic developments, could be that he wanted to get away from that for a while.

We're only halfway through volume 2, so I don't think progression or development is even applicable to this manga at this point. As far as subplots go, there are only three so far. More or less. The smooth girl and her real or imagined slutty escapades, the Ichinose x Nagisa gags, and Nagisa's childhood friend. The rest was too fleeting to even attempt to speculate. Well, maybe that otaku-kun who mistakenly (at least for now) thinks the three of them are involved in some kind of group yuri hentai.
