Its not impossible we have some Oshi action happening because they are 10 (some of ya'll need to have a chat with the mirror and/or the FBI) so it is possible she is just idolizing brash tomboy Fuyu. Because especially in SEA cultures, especially for young kids and especially with the same sex, behavior the EU/US would class as flirty or romantic is considered normal and nothing comes of or from it. Girls especially have fangirl "crushes" on other girls and female celebrities that come to absolutely nothing. It happens with boys as well, but its less...pronounced.

But given the theme of the manga, and the fact she was counting times they made eye contact, I don't think that's the direction this is heading. While I'm pretty sure Kyouko is having, at minimum, a romantic-adjacent crush on Fuyu, Fuyu doesn't feel the same way.
