Honestly, I wouldn't really trust the actual criminal and the suspicious looking John's to cite laws to you in a back ally. OTOH, there's nothing to say that there is no self defense clause, nor that civilians would get away with attacking an adventurer. My guess it's just a way to prevent those with real power, and combat skills from abusing the normal folk.
