Trying to counter each DMCA take-down with a re-upload will overwhelm MangaDex.
The underlying problem is that many publishers see MangaDex bringing more costs than benefits. The benefit to publishers is that some readers are
moved to buy a work after encountering it on MangaDex; the cost to publishers is that many readers simply
substitute reading a work on MangaDex for purchasing it. (Some are doing neither; they would not read the work at all were it not on MangaDex.)
I suspect that the perceived balance cannot now be much changed. Some material is just going to be removed, and MangaDex might even fail. But the way not to have got here and the only way that publishers might be persuaded to tolerate scanlations was/is for more readers to be buyers.
