There was some actually solid potential here, some decent class commentary and plot ideas. A street rat who gets picked up by the secret police and raised to be an agent working for the people who tormented and oppressed him (while internalizing abuse as part of his training, if the flashback of him being sexually assaulted by an adult woman as a pre-teen boy is anything to go by). A school payed for with tax money, offering low tuition prices, ostensibly open to anyone, but in reality is only there for the rich and powerful who didn't even need the cheat tuition prices. The antagonistic organization being made up of mostly the downtrodden with a justified vendetta against the upper class, but who employ extreme and violent measures. These are solid building blocks for a genuinely good story.
Shame the writing is such absolute ass. Generic, trope laden, shlock that really gives me the sense that all the potential the story has will go completely to waste. The generic ass artstyle doesn't exactly help matters either. I'd say it could pass the time if you turn off your brain, but there's enough there to make you want to engage your brain, only to punish you for actually using it.
