"At the very top of the wall" -- you need to read more into the situation here. It is likely that the artist took a bit of a shortcut with drawing the walls.
If the characters in-story describe the wall as "shoddy, looks like it'll easily fall apart" (paraphrasing), then the overall message is that: the wall is in bad taste, they did a bad job with repairing it.
