That accusation kinda rings hollow. We have been shown or hinted at that kind of aggressive/violent nature. Iirc so far he has only used force to protect his loved ones and probably in his job. And as a future marshal it his role to take down any danger to the kingdom and royal family.

The thug's words made me imagine he grew up in a situation where he was constantly made to fight in gangster wars, with his bosses all the time telling him he's good for nothing else due to his magical gift. Thus his line sounded more born out of envy than anything else. That Ex could be an exceedingly respected member of the society and incredibly well off, despite having basically the same type of power. That being said, now he's his own boss, so this was his own choice.
