The way she's wording that would imply something along this:
"His escorts need to pose a high enough threat to him, otherwise they wouldn't be acceptable as guards."
Isn't that kinda backwards?
I mean, a student guard who hasn't lost her marbles should normally hope that the boy's family thinks of her as a "safe and capable" woman. I mean, the usual family in that world would expect that a student guard can protect the male from threats, not expose him to such or - worse - be a threat herself.
