The simple explanation is that this guy has suffered some sort of memory loss wiping out everything that he did between the storm and waking up in Tokyo Bay. But thats not the main problem with "simple" explanation, his dental records are perfect match with person from 40 years ago. Thats the problem, so even the "simple" variant is:
1. He got plented memories.
2. Somebody went to such length of switching dental records.
But even then, this person clearly remembers all the things, so no memory loss/clouded memory.
