They didn't have bugs implanted into their system. What happened was that the Bug Tamers had laced the city water with a potent drug that increased the lust of Women and made them suseptiable to commands from the Bug tamers.

It is still rather annoying how much the tamers got away with so much, and I strongly suspect there are traitors in the government that allowed the Bug Tamers to come in and start their plot.

Remember that fatso from the last chapter? I suspect he was in cahoots with the Bug Tamers, or is one of their benefactors.
