Why would it be a bad idea, though? If you want to break out of prison, having all inmates run around freely greatly increases your chances of getting out, since the guards will have to deal with everyone, not just you. The only time where this is a bad idea is when you already have a plan in motion that relies on staying stealthy, and even then you can still benefit from this type of diversion.

It will help with the escape but for a hero to be releasing everyone from this worst of the worst prison means he's responsible for any of the murders/rapists/etc who make it out. Not going to sit well on the conscious of someone who prescribes to the ideals of a hero.
