Yup, but at least we have to delude ourselves with the posibility that things may go badly:
Will Hokage's group be able to poach enough people before the other group find their location?!
I think this could kinda work if they poach very small groups, like 1 or 2 people, convince them hard enough, and then use them to convince the other groups. As they get more people who are convinced of their cause the poaching will get faster, as they have more people to be watchful of the newcomers. Once they reach a critical mass of maybe 30 people the tide will turn and they will be able to openly poach people telling them "DO YOU WISH FOR A PEACEFUL AND PLENTIFUL LIFE WITH FREEDOM OR FOR SICKNESS AND VIOLENCE UNDER A TYRANT?!"

As for Byakuya's remnant faction (only a handful of guys), that met with Hokage's group (well, raided into one of their storage rooms) in one of the upcoming chapters from now, more or less survived up until they all, well, got cornered by one of Reito's "combat" unit led by the guy who trial-tested the Atlatl in pg.28 here

Reito's group eventually encounters Hokage's group later on after that to where the current arc is at on the raw; in different groups encountering the others of Hokage's group
but eventually more or less decided to take up on the whole village thing and work together

Except Reito himself mainly, as he confronts Hokage himself in a "talk" with some others of both groups present
(he also shot one of his own mob member of the "combat unit")

The girl who's more or less acts like an aide (she's probably also close with "combat unit leader soon-to-be" here too from the looks of it) to Reito took the shot that's meant for Hokage in ch.50 at the last page; surprising everyone present there, including Reito himself

Ah yes that kind of spear. only one problem with that design. it gives you throwing power but to aim? you will need to learn to do it right. the manga is cute that they could easily hit the target. it is not that easy.
