Key here is the actual Crown Prince, who has nothing resembling a spine to begin with, and is being set up for Failure just as much as the Ebil Twins.
You have to wonder what level of Wet Rag he needs to be to have gotten an education fitting for a Crown Prince and still be that timid a little waif.
And why he's even considered fit to inherit the Crown.

Fate of the idiot brother-sister pair: novel version
In a last ditch attempt to assassinate the legitimate heir for the throne, the brother sends a bunch of assassins including himself to try and kill the legitimate heir. Earlier Serena and Tigur reluctantly had trained the legitimate heir to defend himself, and the three basically fight off the assassins. This results in the assassination attempt failing, the legitimate heir grows some balls and actually executes his half-brother himself with a sword. Off with his head style.
The sister gets tricked into trying to steal something thinking it was a item that would select the next queen. However it's a trap to set up her downfall and to get her sent back to the other kingdom, on the way back she gets told her brother is dead. The brother sister pair knew their parents probably never loved them and only viewed them as tools. She decides to work under Rick(Serena's boss) and join the dark guild, but she wants help with getting revenge first. Rick and the Dark Guild secretly bring her back to her home country. Her parents get arrested and sent to the dungeon for their part, there she meets with them, seeing how they act she laments how she and her brother were fools. Her parents are confused about why she's acting so differently, she kills them and then their corpses are found with expressions of terror on their face like they've seen a monster. She officially joins the dark guild and disappears, her official whereabouts unknown, however no one seems to care to look any further into it. Ironically, it is Serena who actually saw her potential as an assassin, a femme fatale type, the kind that uses their beauty and seduction techniques to complete their missions. Sia, Serena's occasional body double also commented that Serena was right about the sister having talent as an assassin.

That prince possess both of their parents bloodline. if King push him as Crown prince, it will sent the message to First queen family that the King didn't abandoned their family and honour their pact. Royal marriage is not just a marriage, but also tying 2 house for kingdom . Former Crown Prince, their father having infidelity during Queen pregnancy,not to mention dare to accused the legal wife commiting infidelity and questing his son legitimatecy .and wanted to make his bastards as his heir is shame to royal family. so the only way to satisfy the Queen family and have his own blood on throne is by making his grandchild, that no spine prince as heir and Crown Prince.

I got a much better solution. Don't have kings, and kill all the people who want to be kings, or think that having kings is a grand idea. <glare>It's a terrible question, and one i sincerely hope most people in the world, myself included, will never have to answer, but someone has to, and history's there to prove what happens when they make the wrong choice.
