I don't understand why people like that. Or even beef/steak tartare. Even sushi taste too funny for me to enjoy it.
Though Beef tartare and sushi is probably worse than Blue rare steak because at least Blue rare is slightly cooked, and sushi is raw fish ontop of cooked rice.

Honestly I suspect she would PREFER her meat literally raw, and asked for it blue rare because it's the closest she could get (outside of like, Ethiopian and cuisines that do actually serve raw beef).
